Pastor Forms Colony of Sex Offenders

Two thousand years ago Jesus reached out to what was then society's most stigmatized people group: lepers. Today South Florida pastor Richard Witherow is mimicking Christ by providing a group of modern-day lepers—sex offenders—healing and a place to live. It's not a popular move.

In January, Witherow created Miracle Park, a 24-acre village of one-story houses that sits three miles outside the small farming community of Pahokee, Fla. Having served in prison ministry for more than 30 years, Witherow began not only inviting but actually recruiting those who have been convicted for various sex-related crimes. He preached and distributed pamphlets at nearby prisons, advertising the safe-haven community as a potential "answer to your prayers.”

"People get hysterical when you mention sex offenders," Witherow says. "[But] the ticking time bomb here does not exist."

At least 35 sex offenders now live at Miracle Park and pay $500 each in monthly rent. For those who haven't been able to secure jobs, Witherow finds work for them to do around the complex. Yet his higher purposes for them are found in the small on-site church, in which the ministry director offers classes on such life basics as improving relationships and anger management.

"I don't know where I'd be without it, probably living with my family, but that would be tough," says 34-year-old Louis Aponte, who moved into Miracle Park after serving a nine-year sentence for attempted sexual battery. "Society sees us as lepers, like rejects."

While current laws make it challenging for sex offenders to re-integrate into society (one stipulation mandates they must not live within 1,000 feet of anywhere children gather), often it's the social stigmatization that's equally as difficult. Since forming Miracle Park, Witherow has felt the brunt of this as Pahokee residents have voiced both outrage and concern for the well-being of their children. Recent studies indicate that 5 to 30 percent of sex offenders repeat their crimes—with the chances increasing according the severity of the original crime.

Witherow understands the concerns and knows the risk. In fact, Miracle Park is the culmination of several other attempts to establish such a community in other parts of Florida. In each place, local government eventually thwarted any plans for taking in sex offenders. Yet for now, Witherow can rest assured he is making a difference in the lives of those few others want to touch. [AP, 9/25/09]

WHAT ABOUT THOSE INDIVIDUALS WHO WERE FALSELY CONVICTED? THERE ARE SOME, A SMALL NUMBER OF US WHO WERE NEVER GUILTY OF THE CRIME ,YET OUR PLIGHT SEEMS TO REMAIN IN THE CRACKS OF SOCIETY'S CONCEPT OF FAIRNESS AND EQUALITY. AND UNFORTUNATELY THE JUSTICE SYSTEM OF THIS COUNTRY HAS BEEN DAMAGED BY UNSCRUPULOUS MEN AND WOMEN FOR A LONG TIME,WHO HAVE KNOWINGLY PARTICIPATED IN THESE DECEPTIVE PRACTICES WITHOUT EVEN A HINT OF REMORSE. MANY OF THESE " PILLARS OF JUSTICE" ARE THEMSELVES DECEIVED AND WILLINGLY BLIND TO THE TRUTH. GOD THE CREATOR, WHO CLOTHED HIMSELF IN THE FLESH OF MAN, MADE IT CLEAR THAT IT IS A SICKNESS OF THE SOUL WHICH IS AT THE HEART OF THE MATTER. I FORGAVE MY ACCUSERS LONG AGO AND HAVE PRAYED FOR THEIR SOULS, YET THEY SHALL STAND BEFORE THE ONE TRUE AND UNCORRUPTIBLE JUDGE.

This is the model that I have envisioned for an aftercare prison ministry!!! I served time and am in this class of "outcasts," but do not feel that I am an outcast, nor have I been treated as such. Thanks to a wonderful church and great friends and support and Celebrate Recovery, and a good job as a heating anf air conditioning service tech, I have been able to move forward in my life. Jesus Christ is the only one to whom I give the credit. Speaking of this ministry, I have envisioned something like this for over 7 years. I even have a ministry name and a mission statement but have not been able to go to the next level. I am currently working with a transitional housing ministry for ex-felons, but do not think that the vision God has placed in my heart will be fulfilled with this current ministry.

[quote name="michael w. smith"]The recidivism rate for offenders is over 95%.
I need to take exception to your quote on recidivism.
The latest studies all show a repeat rate at about 5% NOT 95%.Analyses also showed that over 95% of all sexual offense arrests were committed by first-time sex offenders, casting doubt on the ability of laws that target repeat offenders to meaningfully reduce sexual offending.

Most new sex crimes are committed by those who are NOT on the registry.

Sins of the flesh are most pervasive. The question that often has arisen in my mind are how many acts of this nature are acts of demons or unclean spirits. How many of us are in prison because of spiritual affliction. The mental health community has little understanding of such even Christian ministries seem to have little understanding. The very sad sad things is that a lot of acts of this kind are fathers, uncles brothers and stepdads. This is a worthy ministry. God bless Pastor Witherow I pray his coffers would be full even overflowing. "There but for God's grace go I" Love James Reid Ross

God Bless this Pastor! Sometimes we as Christians seem to forget that a sex offender will pay the same price as a liar and that eternal damnation! They need Jesus just like the rest of us. The only thing is that they were caught! Some of us if the light was shed in our past might have to turn it off quickly! I pray for God's favor and that people who are really showing the love of Christ will help him. If we believe in the saving power of CHRIST then we will know whom the Son has made free is free indeed! God can change the worst of sinners... I bless God for him!

I am a Christian counselor in Phoenix, Arizona and frequently work with Christians who have sexual addictions. The recidivism rate for offenders is over 95%. The reason it is so high is because the root cause of sexual perversion is unclean spirits living in the body of the Christian. Most of them became infected (not possessed) with the demons when they were abused as children or later in life while involved with adultery and pornography. Once the person is delivered from demons the addiction leaves and after they renew their mind on the Word and thru prayer, they are cured. There is hope for the addict in Jesus Mighty Name. Sadly, many pedophiles were themselves victims of sexual abuse at a young age - it is believed to be a learned behavior, and incest does run in families thru generations. Not to excuse the sin, it is a complex issue.

The difference between a leper and a sex offender is huge--the leper contracted the disease due to no fault of his own and because of the contagiousness of the disease , others are afraid to be near the person. The sex offender as an adult is perpetrating against innocent people and committing a criminal act. Nonetheless, Christ calls us to minister to all and all are afforded forgiveness and the opportunity to be emotionally healed. But the difference is there.
